It is the DOS Promp to Re-Format your hard drive. (to me it is the best way) You also can Re-format your Hard Drive by reinstalling your Recovery disk that came with your computer. For example if you own a Dell,Hp, Gateway, etc, they have recovery disks with WinXP on there. They would have step by step instructions to re-installing your Operation System and in turn write over all your old data. This will wipe your Drive.
There are more intense ways to wipe your drive. However, that would take allot of computer know how to do. What I have told you will work enough for everyday computer users....

Don't do format c.
Use a Windows disk and do a long format. Bout the only way to get some crap off.
BTW, format C and see how much of your OS I can boot afterwards. It'll scare you.

Note that you will need to have a copy of windows 95/98/ME to reinstall on a clean partition (XP requires alot more experience). Firstly create a bootdisk, or download one at bootdisk.com, and place it in your flopy drive. Once the diagnostic tools have been loaded Type the following commands into the command prompt: "A:/Format C:" (Where C: is the location of windows).
Once the partition has been formated you will have to reboot your pc, once you've restarted you will be given 4 options, Select "Boot Setup with CD Support". When the diagnostic tools have been loaded a second time type "Setup" and the process should guide you through pretty simply.
After that it's a simple case of reinstalling XP as you would any other program.
Hope that helps.
